I bet if we get Harley, it's just going to be at the very, very end, since it'll be Batman's first encounter with The Joker. After the Joker is defeated and put into Arkham, the last time we see him would be when a female psychiatrist walks into the room and says "I'm Dr. Quinzell. Let's get started."

And that would still be awesome.
