If a person is surrounded by innumerable opportunities to learn correct action and refuses to do so, he/she cannot say "I didn't know better," or "It was not my intention to cause harm." That person chose not to know better, and therefore chose to make it easy for him/herself to cause harm.
Small harms are excusable because their smallness indicates lack of opportunity to educate oneself.
