As in One Piece's Jango.
The Pirate with the Elton John glasses and the giant pointed chin who moonwalked around like Michael Jackson and always when he hypnotized people managed to accidentally hypnotize himself in the process.
I realized *much* to my amusement that if you ignore the physical appearance and the weird mannerisms, he is in fact the most normal person in the entire series.
Consider.
He doesn't want to rule the world. He doesn't want to be rich and famous. He tries to do his job well so as not piss off his boss too much because he knows in his situation, getting fired would be really bad (read: Captain Kuro would shank his as, literally). He's not too friendly with his other crewmates, but works pretty well with them. They think he's a bit of a weirdo. When trouble is up, he pulls an "Oh, fuck!" face for a second, then gets his act together and comes up with a logical contingency plan.
He's just a regular blue collar pirate.
